The power-factor rule
Cp-2 Industrial Power at Transmission Voltage, time-of-use
Applies to: Loads of 5 MW or more that can be served at 69 kV or higher (limited exceptions).
How it works: Reactive energy above the level that corresponds to a 90% power factor is charged; a power factor above 90% earns a credit.
Formula: Billed reactive energy = rkVAh − (kWh × 0.484), at $0.001015 per rkVAh. (0.484 is about tan(arccos 0.90); that equivalence is our calculation.)
"A power factor greater than 90 percent lagging to unity will result in a credit, and less than 90 percent lagging will result in a charge."

Not established WPL General Rules (Sheet 40.00)
Applies to: All customers.
How it works: Not reviewed. The rate-book PDF did not include the General Rules, so we cannot say whether they contain a power-factor requirement.
